Pretty sure its part of the mod, need the Royal Barracks in KL to get good units from there. Armoured Spears are your best units until then.

I will check if its not a bug considering AoR and the change in regions numbers due to the eliminations and addings. Cause, its quite strange that you cant recruit Goldcloaks at Kings Landing as it is.

When this HS Began we had a rule where if the player has already played their turn you can attack them ?

So when this HS really started we had the same rules as now, maybe some unfinished rules before though as you may refer to.
