Default Cretan archers and Sally forth (not connected)

First of all, great job. I played 1.0 through the night and can say it is an excellent game. I just noticed two things which may be intentional or maybe just an oversight, or maybe it's just me. First, the computer rarely sallies out of minor cities. Prior to 1.0, this happened quite often. I have seen one in hours of play. Secondly, I cannot recruit Cretan archers on Helicarnassus (or that Greek island) as Seluecid. I thought this was AOR for all factions. Is it reform based? The Rhodian slingers are immediately available at Rhodes so just curious. Anyway, thanks for all the hard work. Amazing job.

Regarding Cretan Archers, I believe you need lv3 settlements or cities to recruit them. Regarding the sally forth mechanic, I've noticed the AI is much less likely to sally forth if they have other owned cities or armies nearby - waiting out the longer siege times is a viable strategy if there's possibility of rescue. I've had the Medhlan(?) sally forth from Mteshketa, as it's their only city, but Hayasdan wouldn't sally from Armavir, as they still had two other cities and nearby armies. Also, the AI has a significant autoresolve disadvantage when sallying vs. when defending from the city itself. This should explain the behavior.

what I was actually talking about was the Kartli faction in Mteshketa, couldn't recall their name offhand. Point is, they're a single city faction with no hope of rescue when besieged. Hence, they sallied out to break the siege.
