I wish that you could, hypothetically, adjust the garrison in a more meaningful way that just building buildings. I mean if you could, for example build a Tier 2 Capital and then choose units to train from a "City Garrison Recruitment" tab. These troops couldn't move and would have slightly reduced upkeep but were limited to the 2nd best troops that you could recruit in the province and it's neighbors, sort of like a national guard. If it wasn't balanced enough you could even limit it to 10 units maximum.
Even if all this was too overpowered perhaps an edict such as "Man the Defenses" that would say give you 4 Units of your rear echelon troops.
Just to be clear though, this isn't in the game, it's just something I would like to see.
We don't know yet how exactly garrisons will work, but now you can preview* and probably somehow interact with them, which can lead some option to maybe customize them to so extent?
