Saka problem help please

Hello ladies and Gentlemen
I am currently playing a Saka campaign and have conquered all the lands previously belonging to Baktria. I am trying to trigger the 1st set of reforms I have a 'settled leader' and I am just not sure what else I have to do.

EDIT on a side note, I would love to know how you got the settled trait, if you know.

I think what I found is that if a general is 'created' in a city they get that trait otherwise it is a nomad trait. I have 2 of those settlements and I am looking for the other but I cannot seem to build walls yet any ideas?

and is there any way to speed the culture conversion pace up because I have converted 2 cities but the other 2 still have 65% nomad culture and it is taking forever
