Armenia is a little tricky because you have to destroy the Armavir Government and rebuild it to get the reform to trigger, also it keeps doing the annoying Royal Authority Rises popup. But other than that, once you build the Royal Kingdom in Armavir, you just build Satrapy then Royal Kingdom for your new Kingdom powerbase. I'm mainly shooting through to see how the reforms trigger, using cheat codes to make it work for me.
