cant recruit units

my game is 1.5.1 with all the patches but i was wondering, is it normal to not be able ot recruit any units in cities that you captured that were once beast men temples or others like it ?

had the problem too, just raze the beastmen recruiting/temple buildings in your captured town and construct recruitment buildings of your faction, should work this way
