The decline of loyalty

Lots of people have mentioned that none of their FMs have much loyalty. I'm playing as carthage on H/M and I have plenty of FMs who start on 3,4 or 5 loyalty which is just about enough because my FL has high authority. What I have noticed though is that once I give them an army and send them off their loyalty decreases quickly. Withing a few turns of setting out all my FMs had gone down to 0,1 or 2 loyalty and that was that. Is this a bug or do they just not like leaving the comfort of the city? I havnt installed the traits hotfix.
