Some EBII Questions...
Hello, I'm sorry if these are questions that have been asked before, but I can't find any answers to them in the FAQ. So...
I. simply put, what are the requirements for converting a nomad camp into a city?
II. can anyone explain the nature of the reforms for hayasdan and pahlava? basically how does eastern imperialism fit in (especially when those two don't start off as EI), and what do I need to do to enact these reforms etc.
III. As regards the provinces in cisalpine gaul, is it possible to Romanize them like the Italian provinces, or is that not possible in this release?
Again, sorry if everyone is sick to death of answering these questions.

I. To convert a nomad camp into a city, you have to lower the nomadic culture. To do so, destroy the livestock herd buildings (these increase nomadic culture), and build farms (these increase non-nomadic cultures. Note that it may not be your own culture it increases, such as in the case of Baktria). Once nomadic culture is decreased enough, you will be given the option to convert the camp to a large town or city. One caveat though: some camps cannot be converted into cities because only semi-permanent settlements existed there at this period in time. I can only tell you that I strongly suspect the Saka Rauka starting capital is one of those camps, as well as Oyrta and the settlement east of it (I don't know of others).
II. Have you taken a look at this thread? It has a list of the various reforms. Looking at it, Pahlava requires Asaak, Hekatompylos, Ekbatana, and Rhagae; you would also need to build level-4 farms in all four. Going through the reform would change your culture to Eastern Imperial, I believe. (I do not speak from personal experience).
III. I do not know if it is possible at this release; you would need to be able to build the Roman Administration in Cisapline Gaul. Perhaps if you have a high-influence general increase your culture as much as he can, that may allow you to build the first Roman Administration building. I think you may also need to wait until after the Marian Reforms.
