    How do I build the Circus Maximus in Roma to trigger the reform?
    I already had the Imperial Palace in Roma, What's next?

    It rather depends which reform you are referring to (the second line above confuses the issue).

    - You get the (first/Marian) reforms by building the Imperial Palace in Akragas (you will probably be at least 40 years into the game (earliest recommended) and it can be much later, or not at all). Playing to an 'historical timeline' you may wish to do this around the 100 year point

    - You will get the second (Augustan/Imperial) reform once you, indeed, build the Circus Maximus in Roma, but you will need to have built (iirc) a Roman Fortress in Roma and () upgraded again to the Praetorian Training Grounds...... (I'm trying to recall exactly - it's been a while since I last tested the mechanic). If you build the Circus Maximus before the (2nd) Castra Praetoria, you will lose the ability to recruit any Praetorians until you do - not that this is a big issue (and shouldn't be)...

    - Separately (but linked), the transition from the Republican to the Imperial job and rank titles only occurs once your FL visits a settlement that has a Roman Fortress already built.

    Thank you very much for that, I thought in the new mod, I dont need to build the palace in Akragas. I was wrong, apparently. I still have so much to work on, add more population to Akragas, I must.

    You're welcome.

    In v2.6 the fundamentals didn't change at all. What dvk' achieved was a very neat and efficient method of tweaking the unit stats (principally) for the Romans and enabling recruitment changes that, mostly, occur around those 2nd/Augustan/Imperial reforms.

    The upshot, particularly nice, is that the Late Auxilia can now be recruited much lower down the building tree (Oppidum lvl3) and prior to Citizenship - which is much more accurate. The Early Imperial legions may still be available a bit early for a purist - but I love them too!

    First you have to trigger Marian reform building a Palace of the Praetor Vicarius (Imperial Palace) in Akragas - Sicily.
    After that you have to build a Roman Fortress.

    After I posted my answer I saw that ur-Lord Tedric posted a more exhaustive answer, follow that path, please
