Help getting the highest tier barbarian Barracks

Im playing as the Iceni and I can't seem to find copper anywhere. Ive conquered france, half of germany and a third of spain, and have allies all over the med, but no copper anywhere. Is it even possible to get the fourth tier barracks?

It sounds like you may have started the campaign with another mod overwriting our startpos.

If those aren't the resources on your map, you have another mod that was being used when you began your campaign. You will be missing many features like our AOR units, mercenaries, resources, to name a few.

The first place to get copper as iceni is usually the Frisii home town

The easiest way to tell if our startpos is being overwritten is to load up Rome, Carthage, Seleucids or Egypt. If their starting regions are not expanded then another mod is overwriting DeI.

Another way to tell is if you load up a game and hover over the main city building. If you don't see any (AOR) units being recruitable then its probably being overwritten.
