Governors are what used to be dignitaries. So recruit one of them, deploy them next to your city ( doesnt matter how close, but for neatness sake I place them near the capital city of the province) and watch as your income grows. For now Generals cant really function as governors since they decrease the public ordet but with DeI version 1.0 this should be doable all though they will be different in their abilities as governors than the real governors.

I fear in a hard campaign it is rather hard to find the money to recruit one without hurting the ability to defend and build up the provinces.

Some might find it hard, others wont. Unless a vast majority of the community find the cost to be way too high I doubt it will be decreased. Governors can raise your income quite much in some provinces and since you are able to have one in each province, spamming them too quickly will make the game easier. I had two governors increasing my income by almost 1000

When I conquer a new province I always establish a garrison and apoint a governour. It really helps with immersion.
