What do those minor settlements do?
They provide free upkeep for a unit.
I believe they also visually represent an area/territory's greater population density (and possible economic capacity). Vast swaths of the map without these, with only a single capital settlement tend to be less income heavy, though that's also influences by many other factors and special building's present (ie. the silk road/caravan routes through a complete backwater will give it a lot of income).
They also provide safe havens for troops and characters that might otherwise be at risk of attack (hostiles may not wish to lay siege to the small town) or worse, rebelling, or even worse than that, betraying you to the enemy.
I hope to see more on these minor settlements in terms of their purpose and features, but those alone are reasons to value them strategically.
Is it possible to name these minor settlements? For some reason I have this feeling I saw a mod attempt such a thing a while back, perhaps Dominion of the Sword? Having never played it, I would not know. But if it were possible, it would certainly add a huge amount of immersion. I know someone is going to crush my hopes in a day or two![]()
I think DOTS did it, and 1648 certainly did it.

Either way, I think the minor settlements are cool because they add to the immersion (for me anyway). I also think the strategic uses you mentioned would be very helpful and the free upkeep would encourage spreading out the units and give the impression that they're patrolling the province rather than just sitting in the main city.
Well, one way or another I am going to get these named if it kills me, it will be fantastic, perhaps add more...the Seleukeia Tetrapolis to name but one area, Hierosyloma another
I think you need to have one unplayable faction to have those PSFs named. Then you use static, invisible, characters by giving them traits to reduce their movement points by 100% and you also need to turn on character names on the campaign map, then you can see all the names of every character belonging to any faction on the map. In my opinion it is more trouble than its worth and in addition to that you have one faction less to play with, however it works well for some mods such as 1648 and DOTS.

Well my initial proposal was aimed at a submodule for the Hellenistic sphere of influence. A few more minor settlements here and there. So if I actually managed to figure it out, it would be up to player if they were willing to sacrifice a faction.(probably from the icy tin isle)
PS I think it only fair to point out most of my great ideas are usually beyond my modding skills![]()

I've attempted once to make a late roman mod and have used this tutorial to name minor settlements, however I didn't have much time so I gave up, but with the help of this tutorial I did manage to name PSFs successfully.

They're also something the AI factions are obsessed with; they will go out of their way to attack weakly-garrisoned minor settlements on their border. They won't often follow that attack up, they just have to hold the minor settlement. They often won't leave one to defend their cities proper, either. Even if they have a full stack sitting idle in one.
