True, and I do agree. However, there´s a 21-faction-limit on the RTW engine and the Chiv team chose devote one faction slot each to the Crusader states and the Teutonic Order, which can´t be played in the currently available Early Era campaign. It´s a design decision.

The SPQR slot isn't free, it is used by Bohemia. Pisa will use the julii slot.

First, we aren't CA.
Second, the decision to add Pisa instead of other city states was based on reasonable thoughts about history (around 1072) and balancing. We do not cast dice.
