All "Eremos" regions are linked to the unreachable settlement in the lower left corner of the map. They can't be conquered without a use of a console command to move your troops there.
As for the northern Scandinavia, there's a city on the island between the modern day Denmark and Sweden.

I take offence. It is not "between the modern day Denmark and Sweden", but very much part of Denmark, and housing our Capital and half the population of the country. It's the island of Zealand. The in-game capital of the region, I believe, is the ancient site of Lejre (as it's called today).
I've conquered it all and there is still a grey border on the map north of it.

This is the Eremos region. It was made impossible to conquer by design. It will always remain unowned because its capital is in the lower left corner of the entire world map, in Sahara. It's also the same region as the northern Sahara and interior of the Arabian peninsula. Those regions can't be conquered.

EB and EB II are one of those historical mods made with as much realism as it is possible. Some regions can't be conquered because they either have no population to control, or are a complete wasteland. There are no factions or cities to conquer anyway.
More, it was also made to keep all unaligned rebels ingame, as realistically you can never wipe all possible rebellions.
It makes the game both more realistic and interesting.

There lived people in Scandinavia though. In the southern parts of Sweden lived various Germanic tribes, from which eventually sprang the Goths. It's been a while since I tried to conquer those parts of the map, so I can't remember which parts are grey now, but a case could be made for having settlements up there in the game.

Hleifthoz is the "capital" of the Scandinavian/Skanelendo/Skandza province.

Really? Man I spent many turns searching the capital of that piece of Scandinavia, with spies, armies and diplomats, I was sure there was some sort of hidden path I needed to find like in Rome I vanilla with the Amazons
Speaking as a Norwegian, I know (but do not have any sources lying about that I can refer to) that there have been found lots of Roman coins in Norway. From what I've read the area known today as Trřndelag may have been one of the largest exporters of iron to the Empire.
