Hello, everyone

I installed TATW 3.2 (I actually skipped patch 3.1 'cause I read that it was't necessary) and the unofficial patch 4.7 and decided to start a campaign as OOG.
Problem is that villages and towns don't have any recruitment slots even thought they posses the capability to recruit some basic troops (in this case snaga stalkers).
Is this meant to be this way? How can I fix it?
