It possibly certainly undoubtly can, but there will be people telling you that such thing is witchcraft, and that EB is too good for that. Others will say that EB team wont add more units, because they dont want to ( yes some people can read the team's minds ). Others will tell you that more units are not necessary, because either they just want to disagree or they dont want a better mod. Other will point out that its historically inaccurate to have more units, dont ask me how this is possible, but those fanatics will find a way, I assure you that! Others will tell you that the hardcoded limits will never be breaked, and justify that with their assumptions that they know better than anyone saying the game will absolutely be unstable and crash. Others will say that they prefer the game with less content, because why not? Others will just agree with wathever an EB team member points out, or whatever they think that EB team thinks, because, of course, they cant think for themselfs. Others will.... Wait.. WHAT?! I think I've spend far too much time with the EB fanbase that I acquired supernatural powers, and I can tell exactly what they are going to POST IN THE FUTURE! I must go and find my time machine... where did I put it? Damn Im stuck in this time line now..
Well and there are those, like me, who just want to add more units, because then I can create all kinds of Spartan units, like Spartan Perioikoi, Metioikoi, Mothakes, Skiritai, Logades, Promachoi, Hippeis, Neodamodeis, and all kinds of varied Spartan units that someone said existed, filled with crazyness to sustain my desires of spreading the Glory of Sparta!
So... Good luck with your thread, you'll need it dealing with those people. I can give you a copy of my survival guide if you want; Page 1, rule nš1 = always consult Wikipedia at least 5 times before saying anything here, or else someone will find out and you will be sentenced to death by stones with the accusation of " heretical being spreading the evil pagan cult of historical innacuracy ". The inquisition here will find you no matter what, you can't hide! And if you're reading this now, they probably already got me, so tell my family that I loved them. Good LUCK!

Others will also tell you that the EB II has a limited number of people working on it and so right now we should all be very happy if they manage to make it to the 500 unit limit. (lol seriously what is with the post above mine?)
There is a lot of skepticism about how much of the new memory editing stuff will make it into new/current mods. Personally I hope it does.
Oh yes indeed! I was about to mention that category but its just not that exciting.. Its rather pessimistic.... Although there would be a lot of people who would like to add submods with units themselves. I bet that some teams like RSII would use the breaking of the hardcoded limits to its full potential if possible. Also one can always say that expanding the hardcoded limits doesnt necessarily means only more units and models and textures, but more entries, and with those you can pimp up the game a lot already.
