    Valerius stand and address the crowd.

    "Plebeians of Rome! It is time we address an issue that the Senate has over looked sadly. How did they over look it? That is difficult to say since it happened in the Senate's very own hall, the Curia Hostilia. But it seems that they have forced the Consul, Lucius Atilius Regulus, the former military dictator, to pay some kind of restitution for the men he lost while commanding the legions. Now, my memory is not perfect, but I don't recall a military leader ever having to pay for his own troops. These were men of Rome, and Rome should pay any restitution if it needs to be awarded." He paused.

    "Also, dictators are immune from prosecution from any actions they took as dictators! Yet we have Senators clamoring in the Curia that they need to be punished! How disgraceful! They even called for our own plebeian ex-consul Gaius Asinius Naso, to be personally responsible for his roll in our legions successfully keeping the Samnites from over-running Campania."
    "I call for this body to pass a law, compensating Lucius Regulus for all the money he has donated from the Treasury, as is it not lawful and also shameful for the Senate to punish someone in this way!"

    "Consul Regulus gave out over 4500 denarii to those families who lost loved ones. And while that is most generous of him, it is not his duty to do so. Rome much be responsible for those who she asks to protect her and her interests! Not one person, who merely represents Rome!"
    Valerius replies.

    I hereby propose a new law:

    Plebiscitum Valeria Multarum
    • Commanders of the legions with imperium shall not be forced to compensate the families of soldiers lost
    • Any previous form of punishment, whether from the Senate or otherwise, shall be recompensed by the treasury

    Gnaeus does not support the law, on the grounds that the money given was a gift to support the families of those who had fallen for Rome. If the recompensation was revoked, the Gnaeus would support the law.

    The Senator Fortunas points out the second portion of the law is too vague, and is ripe for abuse. He suggests making it more specific, as in what case recompense could be given and which they should not.

    OOC: The money is not being revoked. The State is paying Regulus back for the money that was taken from him.

    "We cannot have laws that only apply to one person, Senator Fortunas, so it may sound vague. Also Gnaeus, the money was only made after Senators continually hounded him in the Senate to be punished for his actions as Dictator, which he is immune from!"
