I like Chieftain's idea. Only recommended change would be to keep Dale neutral (admin controlled). I don't mind, as it only takes a few minutes. No drastic shift in balance of power on the eastern front that way.

Good proposal Chieftain. I think Joe's idea about keeping Dale neutral is important. I am fine taking both SE and HE and the only major change is the diplomacy - now not everyone is attacking Eriador

Cleared save sent to Frosty. Sorry, Egyptian_Viking, but IMO a player who was not involved in the hotseat already should be given priority. Here is my final proposed faction reassignments:
Dale - admin (neutral)
Dwarves - Frosty
Eriador - themzr
HE & SE - JWANT
OotMM & Mordor - Captainnorway
OoG - Egyptian_Viking
Rhun - Chieftain
This way nobody gets a big advantage from having two factions. We can assign Good and Evil teams in the west if we wanted, or just leave it as a free-for-all. Sound good?

For balancing reasons I thought I'd put the HE, SE, Eriador factions in a team because they're the weakest factions in play currently. Also, Mordor, OoG, OotMM because Mordor is almost done and the other 2 are centered on the map, which isn't an easy position. So I would stick to the teams I proposed.

Why can Egyptian not play OoG? If Norway already plays OotMM and Mordor ?
As Joe said themzr, you are now a team. Like teams in the Tag Team Tournament or JWANT's HS. You can not break alliance, you are on the same side till the end of the HS.

And yes, Eriador can still kill Dwarves.

Dwarves are open to attack, but it may not be in everyone's best interest to gang up on them. Themzr is always going to be hostile to Dwarves, but HE and SE will need to decide who to attack. In other words, push too hard against the Dwarves and you might find Evil becoming too powerful, and vice versa.
