Themzr has asked me to look at whether *Ranger* destroyed buildings illegally in Annuminas. Since he took the town, the Dwarves have destroyed a town watch and a brothel. Both times, an Eriador army was within 1-2 turns march. However, Dwarf and High Elf armies were also there to protect it. Eriador AR is inferior to Dwarf AR at least, and spies are not allowed to open gates in this game. The only way for Eriador to take Annuminas was to siege it, and if they did that they would die painfully.
The "at risk of capture" rule is a grey area. I do not like to interpret it too broadly. Given that these issues are just being raised now (as opposed to a few turns ago when it happened), and that Annuminas has not fallen yet, I don't see any reason to go back and penalize *Ranger*.
Even if Annuminas was "at risk of capture" at some point, it is certainly not at risk right now. So *Ranger* would be able to destroy the buildings anyway. Play on. Rules are much easier to enforce if the issue is raised in a timely fashion. I could have asked him to wait to destroy the buildings until the situation changed (though I'm not sure that I would have). Now the situation has changed, and Annuminas is no longer at risk. I'm not going to penalize *Ranger* for this. I'm sure he assumed when you didn't raise the issue before that the destruction was fine.
However, if themzr is able to recapture Annuminas soon, I will probably restore the buildings for him. Without penalty to Dwarves.

Its been afew turns since I destoryed the building, I would have gotten away with it if it weren't for you pesky kids!
Seriously though, I destroyed the buildings because I felt the settlement was at no risk of capture. Joerock has pretty much summed it up.
Eriador has made no attempt to retake the settlement or give any indication that they are likely to either, I didn't/don't see the settlement as at risk.
If the settlement gets recaptured I will happily pay for the buildings to be rebuilt (if the settlement isn't at risk of capture) or another penalty.
Next time Ill ask before demolishing buildings.

Did you send Ranger the save in a PM? I realize you want a new player for HE, but I'm not sure it's possible given their position. I posted in the replacement thread on May 14th and have received no interest.
Please post the HE save here asap. There will be no holding this hotseat hostage. There is no question that HE is your enemy so having the Dwarves sub them does no harm atm.
I could sub in the alternative, but I would maintain the current alliance at any rate. Given that, I'd rather the Dwarves do it.

I'm happy to sub the elves for as long as needed, I wont be cancelling the alliance in this hotseat and both factions have been co-coordinating our attacks since the start anyway. So nothing has changed.
Due to strong objection from Eriador (which I understand), I will start subbing HE myself. Turn will be up later today or tomorrow. I will play them the same way I do Dale, i.e. defensively. The Elvish military is in shambles anyway, so they need to take some time to build up again. If Eriador wants to continue its attack, then the Elves will defend themselves. But HE will not mount an offensive expedition for a while.
Hopefully once the faction is in better shape militarily, a new player can be found who will choose which faction he wants to ally with. That is, if the decision is not made for him...

Fair enough, as Joerock said the Elves are a bit beaten right now. I was probably going to do the same thing, the Elves suck in auto resolve so wont be much help to me anyhow :p

An update: the High Elves' situation is not nearly as bad as I originally thought. Aragorn can be defeated this turn, which I think would be fully justified even if HE is fighting "defensively." But no matter what I do, someone is going to be annoyed at me (it will likely end up being themzr, who already thinks I don't treat him fairly).
I will post in the replacement thread again and sent out some invitations. If in 24 hours there is no new player, I will play the turn myself and defeat Aragorn.

Five invitations sent, absolutely no interest. Aragorn is defeated. I feel compelled to do this for the following reasons:
1. We are at war
2. Eriador's army is in Elven lands
3. Eriador's army is in range to taken an Elven settlement (with our best general trapped inside it, I might add). Reinforcements would be unable to reach the town in time to save it...Aragorn could just continue on his way and pillage the entire south of our lands if we let him go
4. Aragorn just killed A LOT of Elves...any Elven commander would want some revenge
Hopefully these reasons will rebut any allegations of favoritism. You guys put me in a tough spot here. I did my best to be fair, but obviously I can't rule in favor of both sides.
