Default Governor Influence - Not Working

I'm 50 turns in on a Hayasdan campaign on 2.1 hh, and my faction leader had gained about 5 Influence.

I moved him into a settlement - and hey presto, I appeared to receive no gain whatsoever in public order level from his influence. I looked at the descr_settlement_mechanics file, and it looks like I should.

I started a Roman and Bactrian campaign, also no luck - no increase in public order either.

I haven't seen anything about this type of error anywhere else in the forum - can anyone explain how this could happen?

PS: I thought it might be a dodgy download, so I downloaded from Gamefront and the org.ftp server, same result. I'm running xp.

Isn't Influence supposed to increase income, not public order.
