Diplomats could be priests, or atleast pagan priests for the rebels

Give the rebels the worst possible (core_attidude)disposition to all the factions ingame and give them priests, pagan priests.
Just a rough idea, they would be easy to assasinate and they could be trainable from rebel settlements. even if the golden horde benefits from the pagan priests.
