Stainless Steel 6.4 Early Era Teutonic Order not settling
I've been noticing this problem over and over. I'm currently playing as the Republic of Novgorod, which means that inevitably I'd war with Lithuania and they get squashed between Novgorod, Kiev and Poland. The thing is though that when the TO spawns, it just attacks Palanga and Riga, but when it conquers them, the generals only plunder the settlement and leave it immediately into a rebel settlement. This even happens when they siege it for 2,3,4, etc. times, it keeps on graying out and the Teutonic Order doesn't settle. However when I usually play as the HRE or any other faction where Lithuania stays alive, the TO settles like normal. Any ideas why this is happening?

Maybe the TO doesn't need to settle there anymore since there are no more pagans to conquer and convert. But I doubt anyone has actually coded that in. Maybe it's chance?
Be Novgorod and keep Lithuania alive to see what happens.

Well when I keep Lithuania alive, the TO always settles in their settlements. I had a campaign where I played as the HRE and with Poland destroyed, Lithuania had pretty much free control to expand. When the TO spawned in this case, they took Riga which was owned by Lithuania and settled there. But I got defeated myself at Palanga there and they just plundered that settlement. So my guess is they can only settle in lithuania owned settlements and they seem scripted to take Palanga and Riga since they'll keep attacking it over and over.
