Default Limited Romani unit roster in Roman provinces?

Its 213 BC, turn 241 and I'm frustrated seeing the only 4 Roman military units i can build in Rome(Huge City) are the Hastati, Principe, Triarii and Eqvites... no upgrades or ranges units at all? In that case i would cease making my cities into Roman provinces so I have access to a wider variety of units or turn to mercenaries?

or is that the point of the game not to make provinces?

Hmmm. The scorpion is a Roman "siege unit" (sort of anyway, really more of a battlefield item) in EDU and available in custom battles, but it's not listed in EDB, so presumably not recruitable. Reported.

Allies perform those roles; southern Italy can provide you with Greek and Italic units, northern Italy Keltoi and Italic units, but only with Allied Governments. You shouldn't be in a rush to give out Roman citizenship (represented by the Roman government) anyway.

In any case the reformed units aren't done yet. Go look in the EDU and you can see the placeholders for the units to come.

    Thanks QUintus,

So u mean I shouldnt make provinces? But the advisor kept popping up asking me to build and upgrade cities in to colonies... what good does colonies do? because converting to provinces means i can only train the Hastati and etc and no longer produce allied units...

Ignore the advisor. If you want a variety of units and allies to draw upon, leave upgrading til much later on. The Romans were in no rush to extend citizenship to newly conquered peoples, neither should you.

Roman/Latin citizenship was a privilege for anyone under Roman rule and, as evident by the Social Wars, people actually took up arms on occasion if that privilege was denied to them. It's rather tempting to build an Augustan-style empire as early as possible (especially in EB I), but hardly historical.
