Around 216 BC, Ive conquered all of the Iranian plateu, almost all of Anatolia and the Levant. The Cyrus cylinder part II doesnt appear for me in Susa, only in Persepolis and Antioch. I've tried everything I can think of: Moving my faction leader there, raze some buildings to make space for the marker and rebuilding the government there. Charax, Ekbatana, Seleucia and Babylon have all tier 3 governments... but the cylinder part II doesnt still appear in Susa... any ideas?
