Mercenaries are bands of soldiers who fight for gold, and can be contracted for limited service. While not much superior to citizen troops, mercenaries provide their own equipment and fight without question as long as they are paid, and given some share of the spoils. Only Consuls can contract mercenaries, either using state funds or from private funds, on behalf of the Republic. Any citizen who contracts mercenaries without Senate approval can be declared as public enemy by the Senate.
