Siege engines? Clouds of arrows? The old drown-them-in-the-blood-of-your-troops technique?
If you are playing Vanilla they are not immortal, however they are insanely strong, so you need good units to fight them. use spearmen or better - pikemen to counter them.. They have high hit points so it will take a while. Be glad you can kill them, in fact, they should be immortal according to lore.
I choose to die on my feet, rather than live on my knees!
I play it with:
- High Quality Sky Textures Project 1.0
- Graphics and Lighting Tweaks v1
- PCP
I use the Silvan Elves and I have Ents, 5 archers, 4 spearmen, 6 heavy infantry and 2 cavalry. I must assault a settlement and there are only the Nazgul in the square. I try to attack them with archers and Ents, but they never die. I should wait the 3 minutes to end the battle. ;______;
I haven't encountered them yet in campaign, but from custom battles things that work are:
- Grapeshot catapult if you're playing with MOS 1.6.2. One shot, one kill (but if you're playing MOS, Nazgul are in fact immortal and they'll spawn again).
- Good archers (like Ithilien Rangers). Against Nazgul on foot, you can basically hold them in place by constant rain of arrows (dancing Nazgul anyone?). Nazgul on horseback - not so much but they'll deal a lot of losses to them.
- Infantry spam. Worst case they'll be bogged down for most of the battle so your other units can kill the rest of enemy army and return to finish Nazgul later.
- Repeated cavalry charges in the back of engaged Nazgul unit (works best together with infantry spam)
- Catapult/ballista barrage (especially if you have time, for example if Nazgul are defending. Against attacking Nazgul i find it tricky to land direct hits before they close to melee).
Fountain guards will get them eventually.
Early battles as Gondor often comes down to weather or not my Fountain Guard manages to kill the Nazgul before the Orcs manages to overrun my milita-army. Especially if the battle takes place in Eastern Osgiliath.
Then again I usually mod in a 1/10 turn unit replenishment for Fountain Guards in Minas Tirith because it makes sense.

...if PCP has changed the Nazgul bodyguard stats or bonus hitpoints, otherwise it's still a vanilla question. But only people familiar with PCP would know that so, yeah, asking it in the PCP thread would have been the better first choice. Rule of thumb: if playing a submod then ask in the submod's thread because chances are your question is only relevant to that submod.
In MOS and DaC they are hard, but not impossible. Mainly they have lots of HP, so use siege weapons or suck them of HP using high quality archers and skirishers while they approach. Then pin them with spear units and send in your AP units (Axemen of Lossarnach) and/or cavalry charges to their backs.
I have no problem with them as Gondor, FPoE or HE, I have not faced them with other factions.
