War Cry Fear Effect

Is there a way to apply the morale debuff of war cry to other special abilities? I am trying to give the draco a fear effect (as it was historically).

Maybe (I haven't tested this), in the "special_ability_to_special_ability_phase_junctions" table, add an entry that reads:
1 | draco | morale_v_low

If it doesn't work it's could be because the warcry debuff may inherently use the officer inspire radius to set it's AoE. There is also no examples of an ability with offensive and defensive effects that I can see (buffing self and debuffing enemy) so there may be issues with that as well.
