When Athens was occupied by Macedon, the Macedonians (Antipatros) installed an Oligarchy there in 322 BC. The Athenians managed re-install their own Democracy again after pushing the Macedonians out in 307 BC, but after another defeat in 262 BC against the Macedonians, this was the end.
So technically, at the GC startdate of 272 BC, Athens indeed should be a Democracy and independent from Macedon, but I guess CA choose the current solution because this situation would last only 10 years after campaign start, while the campaign runs for several hundred years. Or at least so I would expect...
