    Is there a way to edit files so i can extend availability of royal satrapies to other settlements?

    You can tweak the conditions required for the building in "export_descr_buildings.txt" - just search for "parth_roysat".

    However be careful about the syntax and use proper text editor (preferably Notepad++).
