Confederation names

First off, I'm not sure where exactly this belongs since my modding knowledge of Rome 2 is pretty much nonexistent, so if it's in the wrong place, my apologies.

But anyway, I'm using Peltarius' Latin, Hellenic, and Punic League mod and I was wondering if it's possible to give individual factions their own league name? For example, Athens forming the Athenian Empire, Sparta forming the Greek League, Macedon forming the League of Corinth, etc.. Is this possible to do or not?

You will need to create sub-cultures for the factions.

Not possible. If you create a sub-culture for Athens, for example, then they won't be able to confederate with anyone because they'll be the only faction in the sub-culture.
