How to edit Battle maps

I managed to editor the battle map on Rome Total War, but it kept crashing so I thought I'd give it a go on Rome Total War II.

I'm using it on Steam and I read you just right click and add "-enable_editor" to the properties. But after I did that there was not option for "editor" as an option when I started the game. In the last 24hrs I've been at this solidly and I've tried every conceivable variation - I've even run the exe file directly. It seems to be this option has been disabled by Steam.

Please can someone help! Any ides where I might be going wrong?

Rome 2 doesn't have a battle map editor as far as I know.
