I don't know, if this is a bug: When conquering Swebic Large Camps as Boii, you can only build gouvernment to the level of "Allied Oligarchic State". There is no possibility to build an alternative kind of gouvernment nor is it possible to develop the "Allied Oligarchic State"-building to more then level two, as it should be according to the building browser:

Also it seems to be impossible to convert the camp into a town or city. Result is, that you can not develop these newly conquered regions, as all possible camp-buildings are already built and development of alternative administration is impossible.
