    I'll readily admit that while I like the new culture development mechanics, I don't really understand them at all. Even after reading the building browser. I feel like some of the requirements are missing or there's too much cross-referencing/nested requirements for me to grasp what's needed.

    Either way, Syrakousai has no Hellenistic Poleis building in it. In spite of being Greek and having 70% Hellenistic Polities already. Other Greek-founded settlements I've taken (like Massalia and Emporion) have small Poleis buildings, which will no doubt eventually be upgrade-able. But Syrakousai has none.

    Is that an error?

    I think it's a simple omission in the descr_strat.txt - the building was left out. Same goes for Olbia.

    Now here is Syrakousai, the greatest metropolis of Megale Hellas, yet no Hellenistic Poleis building:

    I fired up my EB2 last night and saw it there as well. It's not the Great Pyramid complex though.

    paullus confirmed on The Org that Syrakousai should have a polis_three in the descr_strat.txt, it's an omission.

    Those that should probably have a polis_one: Olbia, Chersonesos, Histria, Lilibeo, Messana, Rhegion and Halikarnassos.

    And possibly Capua.

    I agree but Lilibeo is doubtful, more punic than Greek really.

    Weird, I'm looking at the descr_strat, and Halikarnassos has an entry for a polis_one, but an "unknown building" comes up instead. Or perhaps something has gone wrong with that city in my current game?

    The city itself, yes. The myriad settlements around it, on the other hand, were still a mixture of Greek and Phoenician (even if primarily the latter, rather than the former). That's why the Hellenistic Polities level for the settlement is still quite high. The province capital is not only representative of the main settlement itself, but also the wider province.

    That's why I'd say only a polis_one, despite the size of the city, because while Greeks are a component of the populace, they're not a major part.

    Regarding wonders, yes, it seems there are bugs. Persepolis ruins are in Halikarnassos also.
