Gondor's spies fail to open the gates of East Osgiliath as hoped, but they do manage to open Cair Andros to conquest. Now both crossings will be properly fortified. No orc shall ever set foot on the western side of the great river!

I don't think I've seen a gondor player plan to defend both Cair Andros and E.Osglliath, suicide really.

Fresh from his victory at Cair Andros, Lord Boromir swoops down upon the eastern half of Osgiliath and liberates it from its oppressors. Over 1,000 orcs perish for the loss of about 200 men, mostly militia. Now the city of Osgiliath is whole once more; in time, it will return to its former greatness! Now, the river defenses will be formidable indeed.
What others consider ‘suicide,’ the men of Gondor regard as routine!

Pardon my French, but I put 6 units in there so the spy couldn't open the gates, somehow you managed to do it.
Read the spy rule again. If very clearly states in the first sentence that the number of orcs you need to be safe is 1500. It only mentions the 6-unit figure much later, as a reference. Also note the discussion of Isengard's "safe number" being 1500 rather than 900, because their standard unit size is 250 rather than 150 like the men factions.
I wrote the rule myself. There's no ambiguity, and it's been used in many hotseats since then. We also just had a discussion about this in WotR, where it was said that it didn't matter if Dale had 6 units inside. All that mattered was the number of men, which needed to be 900.
Sorry if you misread things, but I don't think that rule could possibly be more clear.
