Provincial Campaigns supposed to be included?

Found these files:
caesar_in_gaul_wip_5_regions_and_settlement_names.txt
scipio_campaign_regions_and_settlement_names.txt
in the \Data\text folder

Also in campaign_descriptions.txt, a mention about the same Caesar campaign.

Were these going to be included in the Vanilla game? What happened? Anyone created a mod out of them, or similar type of thing?

They were going to be in the game, but CA decided not to include them in the end.
