    Default Idea for rebellion ctd

    Just throught about a workaround for the rebellion ctd until a fixed version is released. Add 1 merc unit to every region which is insanely expensive to hire and max. 10 or something like this. Once the rebellion happens the region will always have a unit to fill the city even if the core buildings are damaged. Going to test this, the least it will do is prove if the ctd is really caused by non fillable cities...
