Training Site and City Centres for Minor Settlements

After a couple of requests, I decided to make a combined version of my two mods to simplify things.

This mod is fairly straight forward: it enables you to construct a training field and a city centre (common ground) in minor settlements.

-Savegame compatible
-Compatible with DEI
-Compatible with Radious
-Compatible with virtually any mod out there which doesnt change those two building chains.

NOTE:

I am also working on a mod which enables one to upgrade to level 4 buildings within minor settlements. I do have a test version which I am currently trying out in a campaign. However, it is a very unclean "easy-way-round" version of the mod and I won't upload it just yet. I will, however, keep working on it and upload a clean, proper version soon.
