How to allow recruiting of units in specific cities

Hello everyone, what I want to do is this: for example, if rome conquers the cities of sparta or athens, then some of the local units become available for recruiting (like royal spartans or athenian marines).
Can anyone help?

you would have to create new Auxiliary places in the ESF for just thos regions you can do it atm via the same provinces that the Romans use but thos are kind of patchy in places so you could take say crete and would be able to recruit spartans becasue it would use the Hellas province.
