Unable to liberate the Etruscan League?

Playing as Carthage in a campaign and conquering Rome's last settlement (in this case Arretium), I was unable to liberate the Etruscan League. Figuring that this was perhaps not their original capital in the base game; I reloaded and did the same thing with the other two cities that Etruria hold in vanilla - but nothing! Is there any way to do this?

Well, sorry to dissapoint you but the Etruscan league has been dismantled in DEI...

Etruria was removed from the mod for both historical and balancing reasons. I suppose they can be put back as a dormant faction which may be liberated, but that would need more resources to put them there. Finally, it comes down to how badly do you want them, and why?
