    Default on public order after occupation and armies in cities

    I like the public order hit of armies in cities but I think that if the order is low enougth there should be a positive effect. drunk soldiers do cause problems, but there are no bandits in the streets anymore.
    also i think the public order hit from occupation is way to low at the moment. An idear i had is that there sshoud be an penalty for occupation of regions with diffrent culture because your own people have an similar goverment and the institutions don't change much. I think about 200-400% additional unrest from culture for about 5-10 turns is appropiate. Eventuell that could be impementet as an event like plage and tigger by skript.

    That is a decent idea but don't forget that some nations already have cultural difference penalties and that those can only be modified by building temples which take 10 turns to be significant.
    Note that you also just killed the garrison and killed the previous officials and converted the city completely and its buildings, so the change should not come as that much of a hit for the locals at any rate.

    an other idea what happens when you reduce an effect by more then 100%? does it go negative? than the public order by armies could be implemented by giving the positive public order effects of regions an -150% public order through garnisions.

    Is it good practice to have your armies outside your cities? Using them for patrol, or fortifying choke-points rather then keeping them garrisoned?

    Yes, unless a city is in imminent danger of an attack whose movement route you cannot block.
