This was an experiment that I ran to try and keep Alexandria happy (at least blue). The goal was a huge city with a population which no longer grew, and did not revolt. It was a failure.
Using Julii, I first captured Alexandria before The AI could screw it with farming upgrades.
My plan was to build all the buildings which did not give any population growth bonus whatsoever. Unfortunately, I was forced to build the trader, to allow the construction of a colossium. After the Colossium was built, I demolished the trader. Part of the goal was to maintain public order, so I built temples of Jupiter, but was forced to omit the pantheon level, as it increased population growth.
After all buildings were constructed, I set the entertainment to daily races and games, then I jacked the taxes up to very high, to quell population growth. This killed public order, so I moved my capital to Carthage to no effect. I would have moved it closer but did not want to sacrifice my western provinces. Instead, I placed a full stack of 20 peasants in the city which did the trick.
Unfortunately, the city still had a population growth bonus of +0.5%!!! Meaning that if you do all that you can to avoid it, even designating the city as your capital, Alexandria will always riot at some point due to squalor!
Sad but true. the only way to avoid this is to modify desc_strat.txt to remove the land clearance upgrade.
Does anybody know which other cities have the same base farming growth as this hell-city?
