Can't line troops within city walls

When I hold my right mouse and try to lane my troops in a field battle, it works just fine. Within cities, however, I can't do it for some reason. I can line troops individually, but not as a group. I used to be able to line my troops inside cities just fine, but now I can't do it anymore. Anyone know how to fix it?

If you want to start dragging the formation line up too close to the buildings, it won't work. I know had some problems with that. Try clicking a bit away from the building and see if the formation set up happens.

No, what I meant is I can't line up troops at all within city walls. Even if it's an open town square, I can't select more than 1 unit and line them for some reason
