I haven't experienced the AI do this for a long while: though I actually didn't play Rome from December through till perhaps the start of June.
The first question I would have is, what patch are you using and what version of the mod? The reason I ask is that patch 14 (released by CA) supposedly 'fixed' siege AI (it is actually a lot better I'll give them that, but there are still various bugs).
Also when you say stay outside your walls and do nothing can you elaborate on that a little? Do they literally just do nothing? Do they have siege weapons? Is your gate open or closed? Do you have a battle timer? How long did you leave it before quitting? Did they attack with combined arms (navy and army - sorry can't remember if Illyria is coastal or not).
Seems unlikely that your problems would be being caused by Divide et Impera since from what I know the only part of the siege AI they have changed is altering the damage done by torches. That being said, it is possible that you have a corrupt install or something. Which reminds me, since you say you haven't played since release, did you freshly install the game recently or was it always installed and you've just updated it?
I think this is a problem in vanilla also, though I'm not sure. Also it seems to have something to do with the side of the battlefield that the AI approaches from, for instance if they both come in from the same side of the field then the AI armies will work together, if not then one will try and rush torches.
The reason I asked if his gates were open is because that can be a contributing factor for the AI standing there and doing nothing. I've seen the AI try and torch an open gate, and because they get no hits the gate does not burn down, but the AI acts as if it has done enough damage and will just stand there expectantly waiting for the gate to burn anyway. The only way you can get it to continue the siege is to wait for your towers to shoot all of the gate-burning units down. When they have routed, the rest of the army will respond.
That's what happened on Corsica when the AI launched a naval invasion (we both had reinforcements), they managed to get to the gates and started torching it but when it got down to 33% they just stood there. On Illyria the AI attacked me with a single unit using ladders and the main body of the army were their reinforcements (outnumbered me 4 to 1). The guy with the ladders got up on the walls but the army just stood on the other side of the map dancing with his cav.
Might try a fresh reinstall later on but I doubt its going to change anything, thanks!
When I nerfed the torch in DeI I actually set it to what vanilla's settings are now (or around that). They apparently nerfed it awhile ago and we hadn't changed it in our tables.
However, gates do have a lot more hps than vanilla.
I have No Timer on and while testing beta patch 14, I had 1 case of the do nothing in about 20 tests. In fact, after a while it 'woke up' and tried to burn my gates, then the battle ended in a win for me.
One thing I've noticed about this siege AI is that it's a lot more decisive, even when it freezes it usually sorts itself out without intervention. I don't mind that. I just look at it as though some of the men are a bit confused where to go or push the Tower until they get new orders. Happened in reality.
