Macedon destroyed by Odrisian Kingdom unfortunately; Pontus still quite small, Pergamon has destroyed Sardes. Carthage beginning to expand into Magna Grecia (Roman Half) - Rome expanding into the North.
Playing as Athens on Hard/Normal (I find this is the perfect balance). Sparta only own two provinces which is good, I find the rate of expansion a lot more realistic, even with the major factions. I've taken a screen-shot of the campaign map every 1 year (spring) - will upload the pictures which show the expansion of different factions once I hit 50 turns.

Playing Suebi around turn 50 took control of most of the Germanic tribes but Rome is on the war path they declared war on 6 different factions and just destroyed 4 of them so the bonus is working. On a side note I edited this submod to add the same income bonus to Parthia but they still got destroyed early on, might try to add the building slot bonus to Parthia.

Just played the first 20 turns of the Roman campaign with 0 initial bonus income and things are tough but viable, for the first time in history Syracuse and Carthage are having a fair fight on Sicilian soil! Macedonia is doing his thing and so are the gaulish tribes in the north (full stack standing close to my northern border). I decided to let Syracuse and Carthage fight untill someone conquers the isle before intervening on the conflict. In the meanwhile, I invaded Epirus and took revenge for their failed invasion knowing that their famous leader Pyrrhus was already dead.
PS: I'm going to put half (750) of the initial bonus to give me some breathing room, let's see how it goes.

Very niceBut one suggestion: maybe partha or the eastern factions in gerneral should get the extra recruitment bonus like rome. ( because they were also known for there ability to muster huge armies very fast like the romans

the recruitment bonus for Rome is for all Roman all cities in game to use the same method would add the bonus to buildings of a faction type like all Hellenic cities, all Barbarian ones too to do it for an individual faction you would have to do something tech would apply to all those other factions types as well
Update:
- Removed the extra income for Carthage/Rome but slightly increased all AI income bonuses. This will make it so it is not easier for the player as those factions.
- Added +1 recruitment slot for the player on Easy. This is for those who are having trouble with the small factions.

Using your new update, its 267 BC (25th), the Arveni are kicking major ass and even got territory on Iberia. Liguria decided to leave me alone and venture further north. Also, the Macedonians and Athenians are working together and begining to worry me a little. As far as Carthage is concerned, their allies are also doing very well, even sending troops to threaten Syracuse, so that's the reason I sided with the greeks.

The way you have it set now, playing as Rome, I didn't see the 8000+ income/turn or anything close until I was well past the Polybian reforms. Right now I'm almost at Imperium 5 and very close to the Marian reforms turn number and with my taxes set at normal and quite a few industrial/trade buildings in each province I'm only seeing 5-6000/turn and thats with 5 armies and 4 fleets. Even in the early game with no armies at all by turn 30-40 I was still only producing ~3000/turn. And the minor factions, one-region factions, although they don't steamroll the player or the AI anymore they all seem to actually last a lot longer than without this submod. And even though they are mostly stationary when you do attack them they are extremely well defended.
[EDIT] Didn't know you had updated and removed the bonus income from Rome/Carthage. I'm playing on VH/VH. Also Syracuse destroyed Carthage, Maseyli... ALL of Africa. And almost Lusitani until I intervened. For some reason Ptolemai keeps capturing a few settlements in Iberia as well but always stops expanding into the penninsula after a few Iberian settlments. Gonna start a new campaign with the updated version.

running trend in many campaigns with this submod is Pontus almost always becomes a major power in the east right now I'm Egypt just faced an army of theirs with Scythed Chariots, Pontic Legionaires, and Parthian Cataphracts Mercs and suffered a ton of casualties
