Eastern faction overhauls are coming in a later patch (probably 1.1).

Still, confederations is not something that everyone did. It was usually done between tribes, as tribes themselves were too small vehicles of political organization to face the challenges of their time. The less significant Greek city states would form leagues but it was not the same, and those leagues would often dissolve.
Annexing satrapies would be better for eastern factions (if feasible), however they didn't really confederate.

also for 1.1: make that parthia has the whole province called parthia. the faction parthava is the same just the native name for parthia. also i think, reducing the amount of factions would be good, for example chorasmia (goes to massagetae), aorsoi (goes to roxolani), bastarnea (goes to getae). thats debateable because, it is probably more immersive to have these factions exist for confederation purpose. on the other hand giving their settlements to the major factions would make them more attractive to play and playing getae for example is really challenging.

You can change it in the diplomatic action subculture restrictions table.
However, as a warning Armenia is eastern subculture but Parthian is its own and so is Pontus. So they won't be able to confederate.
