    Two words: Windows Permissions

Only administrators of windows can do this so it seems someone has changed your account settings from admin to user.

Hmm, well then my next guess is spyware, malware, or a virus.
Try scanning for all of these.
But to be honest I've only seen this on accounts with limited windows rights, commonly the ones used in companies, universities, etc, where people have a roaming account and space is a priority.
You could always google it and see what turns up (if you haven't already).

To use the Regedits: Save the REG File to your hard disk. Double click it and answer yes to the import prompt. REG files can be viewed in Notepad by right clicking on the file and selecting Edit.

To use the VBS Files: Download .vbs file and save it to your hard drive (you may want to right click and use Save Target As). Double
click the vbs file. You will be prompted when the script is done.

    Answer: I don't know...but give it a try anyway.

You could perhaps try a repair of windows using your windows cd...but I have little hope it will hope...windows repair almost never helps me.
