Isn't it supposed to say +10% as in an increase in the public order penalties?

Well you get an extra -10% if your provinces have any foreign culture in them. Sounds right to me.

But if it's - on penalties it'll mean instead of say -10 public order, you'll get -9 public order, because of how it's phrased.

I read it as the public order penalty is -10%. I must be missing something because it sounds right to me.

But it's talking about the penalties and you're removing 10% from them (from the way it's said), They should of said +10% to penalties

Yeah but I read it as there is a -10% public order penalty due to presence of foreign culture. Otherwise it could have been worded as '+10% public order penalty increase due to presence of foreign culture' but the way they have worded it means exactly the same thing. I really am not trying to be rude but is English your first language? I often find I get these sort of barriers when talking to a German friend. She points out that English is not logical all the time and I have to remind her that English is a bastard language that breaks more rules than it follows.

To clarify folks this perk is supposed to be a negative one. Each faction has two positive perks one negative perk. Sorry for not being clear but the Seubi equivalent is similar but worded correctly.

Oh and yes, English is my native language and I speak and think in English, so that is why I can understand the reason for confusion. Basically you should suffer PO penalties from this perk so an increase in PO penalties would be represented by a +10% and not a -10%

The Lugii and Suebi share the same faction trait rom_faction_trait_germanic_suebi_foreign_disdain. So what that means is either the Lugii or the Suebi actually get a PO bonus from foreign culture with those current values. The team can just make the quick change in 0.95d because I'm sure that the Lugii value is the incorrect one.
