The new public order system does not affect the AI.

First of all, there is currently an issue with factions that own 1 region in a province getting a large public order bonus from larger armies. It is posted in the bug thread.
And, actually, if you put your army in a city like that with 1 region in a province you would also see much less of a public order negative than you would normally. To see this in action, start a game as Athens and build up a force in the garrison. You will see a much larger bonus from having that large army than if you did the same for one of Rome's starting cities.
Also, the AI gets a bonus to PO based on difficulty and always has. The new PO system was not about affecting the AI, it was about adding complexity and difficulty to the player. If I have to type that sentence one more time, I may just have to stop reading the forums.

Like I said, it is a combination of the AI public order bonus (which is higher at higher difficulties) and the problem of the increased PO for larger armies for factions with only 1 region in a province. This is based on the behind-the-scenes military presence bonus CA has in the game and I can't locate it in the files.

Just make the AI to stop spamming units, its just retarded that every 1 village faction can sustain 2 fullstack with out any problem.
Yes, like Ano2 wrote, this is hardcoded. Basically this is what CA did in Rome 2, each turn AI will fill all possible army slots (2 armies for 1 city nation) with every avaliable unit, even when it is pretty much bankrupt.
When you defeat AI army, then Ai is not building new one because it wants to repel your forces, it builds it to do what CA programed them to do, even when it makes 0 logic. AI will never disband weak units to build stronger ones in their place.
AI will never save cash for proper development, because of CA it will in the first place always build all possible units.
