does New steam Patch affected regional knight order mod?

I just realized that, after New steam patch, i have to wait around 90 turns to train new Teutonic order retribudders and foot retribudders.
If i remamber correctly, I already made more then 2 retribbuders within 40 turns in metz.
Is it normal? or new patch massed up sub mods too?
