you can't, it has to be set or the twilight campaign doesn't work.

If you simply make sure that only one faction is highlighted, then you can play with no issue. When you choose your faction, its considered the second one, so just uncheck Hyrule's icon and you'll be good.
If you're the dude who wanted to remove it entirely for performance issues, sorry, I have nothing.
